July 28, 2006, Tom attended a meeting presented by the Victorville Planning Department. Victorville is in the process of rezoning an area known as the "Northern Triangle". This area located off I-15 is now zoned mostly for heavy industrial use. Victorville wants to rezone this area to specific plan.

Why rezone? One of the purposes of the planning department is to find the best use for vacant land. Since CALTRANS is planning for alternate Highway 18, known as the "High Desert Corridor" to run through this area, Victorville has decided that commercial and residential may the best use. Changing the zoning to specific plan would give the Victorville planning department flexibility to develop this area.

Two years ago no one had any interest in the "Northern Triangle" because they consider this area too far North. Since the process to work on alternate highway 18 has begun, everyone is starting to look into this area. For those who are not familiar with alternate highway 18, This highway will replace the existing highway 18. The new alternate highway 18 will connect from Lucerne Valley through Apple Valley, crossing I-15 through Victorville crossing the SCLA Airport (old George Airforce Base) and then to the city of Palmdale. So I-15 and I-18 will be a major crossroads at Victorville's "Northern Triangle".

As a major crossroad, several commercial developers and homebuilders now want to develop in this area. Since there is such a high interest, Victorville wants to take advantage of these developers and plans to have the rezoning completed within two years.

Remember the stories about a bullet train from Orange County to Las Vegas. A company called Highland Energy has started meetings to discuss a High Speed Train called the Desertxpress. Their goal is to have the train operating from Victorville to Las Vegas by 2012. Sounds like another fish story, but listen to this. This company has a record for success. They build the first power plant, all natural gas, in California since the power crisis and had it operational in three years. This Victorville power plant has won many awards from the power industry for the most environment safe power source. They are working on a second power plant plan also to be located in Victorville.

How does the high-speed train help Victorville? Highland Energy is planning to place an entertainment center in the "Northern Triangle". This center will not only be the Victorville train station but a complete center for visitors and local residence. It will serve as a commercial hub for Nevada people coming to Southern California and for Southern California people who want a fast enjoyable ride to Las Vegas. People can come, play and travel to Las Vegas in one hour. A second spur is being discussed to connect to the City of Palmdale which would connect Victorville to the Los Angeles Metrolink. This project will be privately funded using federal land easements to meet the 2012 goal.

Another major developer Prologis wants to bring corporate facilities to the "Northern Triangle". This company has more than 2,400 facilities owned, managed and under development in 81 markets throughout North America, Europe and Asia. And just across I-15, Apple Valley had four major housing developments in the process to be approved. With all of this interest in Victorville's "Northern Triangle", investors should consider this a hot area.
